Configuring telnet on a Cisco router can be a daunting task.

A telnet server is what lets you access the internet from afar. Your router can usually do that too, but it’s also possible to configure your router to be an internet server by configuring your router to send its IP address to the server when you telnet -l and telnet -A.
I am not sure what it would be like to be a telnet server. I think there is some kind of telnet client, maybe something like a web browser? You can even find a telnet server that allows you to set up a domain name and get a dynamic IP address. If you have a domain name you can even make it dynamic and use that to access the telnet server. Again though, telnet server usually just lets you access the internet to the telnet server.
The telnet server you’re looking for sounds a lot like a router in that it is usually a router that has a gateway on it. You can connect to it through a hostname or you can connect through an IP address. If you have an IP address you can use that to access the server.
If you plan on port forwarding and a local port and you want to allow connections then you can just connect through a local port.
