To be honest, I’m not totally sure if this is true. The only thing I can infer from this is that if you have your desktop background color on the taskbar, it’s on the panel. I can’t tell if this is true, but it seems very plausible. I’m sure there’s a way to change it, but I haven’t figured out how.
I just thought it was worth mentioning, because I can’t tell if the configuration mode is on the panel or the taskbar. But if it is in the taskbar, that would explain why I can’t change anything from my taskbar to the panel.
There are other ways to change your desktop background color besides changing it in the settings and removing it from the taskbar. And I don’t think that’s what this is either. It’s probably just something I’m missing.
